@bigbangmylifeweb It does. Even if you can say a couple of words in one language, that still means you can speak that language. Being able to speak the language doesn't mean you're fluent in it or can speak it to a conversational (or higher) level.

But personally, I believe being able to speak a language includes understanding the basic grammar or at least being able to form simple sentences so that one can communicate with someone else.
