"governing" happens when someone imposes something on you against your will. they are claiming to "rule" you. if someone said "give me your money and ill help the poor" and you said "okay' and you did it, it's consensual., voluntary- nobody is claiming to rule anybody but themselves.. if someone said "we want to help the poor, you have to pay too, or else ______" - then theyre claiming to rule you- to be your ruler.. to have the "right" to impose "duties"/"taxes" on you.. essentially, a master.
