they are limited to 64, but a remap, and unlock all power + BOV + cold air intake/air filter + sport exhaust + better spark plugs wires etc bring it to over 80 !

Scion Xb is a 1.5 liter engine and the new one is 2.4... These Kei cars are 660cc inline 3 with Turbochargers which make them "only" have 64 hp... Do no compare Kei cars with the Scion because they look similar, it's like apples to oranges.

I remembered they had a certain height, width, length, weight limit. And if the engine is too powerful, they have to restrict the intake, and the engine remains 64HP and the engine respond is slow. Those are all the restrictions.

I am aware of that, that was the reason why I said you can't compare the Scion xB with K-cars because the only thing they have in common with one another is the boxy shape and nothing more. I would love that Japan could export K-cars to Europe and the USA, so people would stop using big cars just to roam around the cities---

Nope, they don't fullfil the legal requirements to be considered K-cars. They are too long, too tall and too powerful to be considered K-cars (also known as yellow plate cars in Japan.) Over there in the US, you could probably call them that, because they are smaller than most cars over there (I'm from Europe.), but in Japan, they would be considered a "regular" car and have to pay more taxes for the ownership of said models.

For what i read in Wikipedia, K-cars can't be more than 134 inches long, 56 inches wide and 78 inches tall (converting from metric to imperial measures.) and the engine cannot excede 40 cubic inch in displacement and 64 horsepower. They can be turbocharged and supercharged as long as they do not have more than 64 hp.
