As I understand it true waterspouts are related to dustdevils ie they are a fair weather phenomenon, they can form from Cumulus clouds, have relatively low windspeeds.
Tornados are a bad weather phenomenon but they don't require a supercell (though they spawn the most powreful ones) we have 30-60 a year in the UK, but rarely have supercells.
I would say the clip shows a cumulo-nimbus cloud therefore a tornado over water. I've seen one here in the UK, ugly, big, multivortex.

While both are technically called tornadoes, a fair weather waterspout, which is what is on this video, is not formed from a true mesocyclone and are unable to develop the same amount of speed and power. ce genre de tournade sont pas dangereux au contrair il sont baux a voir parcque il sont actifent seulment dans la mére mais dés qu'ils arivent a la tére ils meurt il se décomposent nous aussi a boumerdes en a conné l'anné passé un phénomen comme celle a c'étai treé baux a voir allah yahfdana en tous les cas
