@DensukeMifune21 You need a legit Shaymin that you got from any Nintendo Event Firstly trade it to Platinum version.Then head to Floroama(I know my spelling fail...) Town then a blonde-haired girl should appear. Talk to her and she should give you Gracidea Flower then now go to your Menu select bag under Key Items scroll down till you see Gracidea and use it and Shaymin changes into Sky Form! But it have a Drawback at night Shaymin will turn back into Land Form and you can use it until next day.

Silver version, and it gets back to its land form when i get it to the PC, but i saw a guy that had it in his PC, dont know how he do that, but he swears its not hacked.....

After beating the Elite 4: Make sure you have Pokémon with Rock Climb, Waterfall and Surf or Strength (if you want Marley for the Battle Tower then Strength, if not, Surf). Enter Victory Road from the northern entrance (the place where you fight the Elite 4). Go across the bridge and use Rock Climb when you can. Head up and left and take the stairs behind the old man. To answer your questions, yes, yes, and yes. It's a cartridge that comes with a USB cord and a CD with the action replay software. Using the software, you add codes to the action replay. It comes with an instruction booklet, so it'll be clear when you buy it.

The event item is called Oak's Letter, and you get it through, well, an event. It's not obtainable in-game, so unless you have a cheating device, you won't be able to get it.
