When reading or quoting the Quran, you have to take into consideration the context. You cannot quote any book in the world without first studying its context. Many verses from the Quran were only meant for the times of the Prophet (pbuh). The Jews, who were then the allies had betrayed the muslims and that's why the Quran revealed to the Muslims

Where we (under the geneva convention), first declare war and then subsequent action takes place with clearly identifiable troops.
