Figured it out! I had something plugged into a USB that the game was taking as my controller over my mouse. It was a 360 TE stick, but I assume any type of controller would cause this to happen. As soon as I unplugged, it was fixed (didn't even need to reload the game).

thanks dude, I plug the game controller onto the computer. Once I unplug it, it works perfectly!
