This is niku jagga, which is like a Japanese beef stew. It is a common and easy to make dish, so google it. My ever so rough translation/interpretation of the video:
Peel and remove the eyes of a large potato. Slice in half and cut halves into 3 or 4 chunks and leave in a bowl of water.
Cut a carrot like the potato but into smaller pieces.
Cut Ito Konnyaku (thick version of yam noodle aka shirataki) and boil (Sorry I can't provide more info as to how long. You can leave this ingredient out, though).
Cut half an onion into big chunks (copy the video!).
Cut the beef into 3 cm pieces (a thin-style cut with some fat is used).
In a pre-heated pot with oil fry the beef until almost done then add the other ingredients.
When mixed together, add dashi stock. when it comes to a simmer remove the foam that collects on top.

Add sugar, sake and mirin. Add a parchment paper drop lid and simmer for 5 minutrs. Add soy sauce. simmer until the veg is soft and cooked.
At the end add green peas.
