high speed train are much safer than driving, and flying because there reliable and energy effecient. starting with the highway widening would make traffic even worst, because they have to barricade, close lanes, and dirt piles, and there would be more accident. I think they should do bunch of network of HSR in the U.S. because I've heard lots of news about plane crashes, for example, we had Airbus A320 operated by U.S. air went down in the hundson river, and other plane from turbulance.
