Underwater you have intense pressure applied on you, in space the expansive pressure isn't that much, even skin can contain keep ex-blood from escaping.

Yes it's always a danger, but we're talking about these environment modules and in relation to that, it will be no more, if not less dangerous than being aboard the ISS, Space Shuttle, Soyuz, etc and so far explosive decompression hasn't killed anyone in space.

Besides that, how would explosive decompression happen? The structure can disassemble and move around, meaning that if there were to be meteorite showers, etc, the base could simply maneuver to a crater or another safe area.

But they are turning their focus on Afghanistan. They are also tracking down the insurgents with the governments included in the effort, which is something that before wasn't possible (i.e. Iraq).
