Two things to say. First: As zeeba224 has said, this isn't a farman, it is mearly a speech he made during his silver jubilee. Second: If it were a farman, I would have asked you to take it off immediately. Farmans are made especially for the ears of His Highness's Jamat and should not be posted online. It is frowned upon to even tell others about what he says in his farmans, let alone to actually post them online.
This is not something I would have expected to see online. But I want to thank you, for putting this up.
I am ill, so I was, and am, unable to attend Deedar, even when it was close by to where I am, 2-3 years ago. I cannot hear or see these farmans being presented, and I miss this, terribly. This is something I wanted, and needed, to see. I thank you for putting it up online.

This should absolutely not be posted online without permission of His Highness and it should be removed immediately out of respect.
It's ok to post speeches but this is not for public consumption.
