The reason I don't need to chase the vans is because before I enter the compound I destroy the vans first, burn one ballot machine and kill two Forelli members because I shoot the compound using the tank.

I use a tank cheat here so after I burn all the ballot machines I just leave Fort Staunton and I get mission passed.
