No perfect voting method. Some risk that cheaters will succeed. But this can be kept to an acceptable level if process is transparent, and public doesnt have to put all trust in one group of experts or officials. Thus, beyond gov inspection, Bowens ideal is that voting software be open for general inspection -- best for credibility of the technology.

DMV e-recordkeeping methods will clean up registration problems. (E.g., one biometric registration will stop multiple online voting)

Bowen predicts US will have cell phone and I-voting soon. Young voters want it, public is ready to accept and trust it. But she has lingering concerns. How can cell phone voter be authenticated? Ex: thief has 100 stolen cell phones? At least VBM has signature to inspect.

I-voting attacks can be detected, but what do you do when that happens? Stop the voting? Re-do the election? State wide, or presidential, election must get it right the first time. Gov must inspect server software.
