@layziboi title is "boku de aru tame ni" eng: (for me) to be me. by the flying kids. released 1996.

was the opening theme to the first televised season of the anime "taiho shichau zo (you're under arrest)" back in the mid 90s. the song sings about how the world goes round and what he has to do to be himself in the mess that is modern culture and life and of course, love.

hope that helps a bit. im sure you can find a translation somewhere online as well as the lyric in english/japanese.

The fact that the lyrics match the quality of the sonics makes this a classic song, considering it's age.
