well bill,the reason he is spinning the tires is to help the guy pulling him out get some traction in the mud that way he don`t burnt the engine up on the tractor by taking the strain off the engine.

The strap stretched about two feet when the hoe was pulling, there was also a lot of soup from the rain the night prior. If the hoe would have spun his tires, then he would have just loosened up the soil the truck was about to drive over.
