It appears it is meant to provide homosexuals some type of added protection...and the drafters apparently want to insure its limited to only that purpose and doesnt go on to covere a million different other things that could be read into "sexual orientation". I would think it would be much easier to specify what you MEAN for it to cover, as opposed to trying to list everything you DONT mean for it to cover though.

man marries a woman and a woman marries a man (that is it). It's
