Because people that are in the fan club pay alot of money for those tickets they hold the tickets for the people in the fan club

i went to the concert to row 13 snuck up though =)
lol i got tons of pics .. hilary duff has only been to
calgary 4 times trust me i'm a true fan i've gone
to every concert and omg shes so nice like because
she came in summer she came to the back gate after
(where her tour bus is) and signed autographs.. i got
a drum stick signed by the drummerr =)
