Damn, that sounds bad. And I'm not talking about your playing. If they get through with this that will be a huge slap in the face for a lot of music fans and musicians that enjoy doing covers etc. But it will also be a slap in the face of youtube and the music industry, Youtube - Music = 30% Youtube (Music including background music and covers). I wonder how youtube management see this, because basically this will also ruin youtube.

@Asphyx123 I suppose it's our own fault; we keep electing representatives who don't understand technology. I believe have ruled that YouTube doesn't have to be more stringent in policing content than they already are—if this passes and the RIAA or somebody appeals the ruling, they would be in a better position.

Regardless, this puts the onus on the user: if you embed a video on a forum, each time someone views it, that would constitute a "public performance."
