You forget that, in the grand scheme of things, the UN is a young organization. The concept of so many differing nations coming together and at least attempting to cooperate is an amazing step forwards for humanity. Sure it has its problems, but how many times in history has such an organization existed? (The League of Nations doesn't count because it was a complete failure)
Last time I checked the UN has made much more to help the world progress towards a state of peacefulness than it has to hinder it. Just because it is ineffective in some areas (which comes naturally when you have that many varying cultures and political viewpoints in one place) does not mean the good it has done is not worth the quagmire that must be gone through to get there.
Never before in the history of the world has an organization existed that brought about the cooperation of such differing nations. I am not claiming the UN is without its flaws, because it has many. All I am saying is that it is a huge step in the right direction. It gives a voice, albeit a small one, to states which would otherwise go ignored on the world stage. Yes, the UN is largely ineffective, but it is really still a very new concept in the world of international relations.

How often do they do this? They do fuck all and more often than not make things worse. Think of UN peacekeepers raping girls in the Congo or the fiasco in the balkans 10 years ago.
I don't know much about the specifics of the decision but it is safe to assume that because people were filming this the organisers were very reluctant to remove the poster as there would be some record of that action. So I guess they checked and double checked with their superiors on whether they had a direct order to remove this or not. That is probably why the removal took a considerable amount of time.
Look how long it takes for a room full of bureaucrats to make a decision whenever anyone does anything even mildly in the spirit of reformation and enlightenment.
Just a demonstration of the Inefficiency at taking a decision, it took 3 trained security personnel four minutes to reach a conclusion, the poster protested censorships, was it out of line? that's why Darfur, Cambodia ppl would suffer forever waiting for UN decisions.
