simply put because shes using it as base for a bright color that goes on to sheer and doesnt have great color payoff or shes using it as base for dark eyeshadow to itensify the smokey look

if you like covergirl lash bast you should try maybelline great lash big. it's similar but i think great lash applies smoother and doesn't clump as much. this look is beautiful! keep up the good work :)
