At no point he demands they stay, he fires off questions and they stay right where they are and reply. IMPORTANT INFO - Nearly 20 years ago I applied for a job in charge of Essex car parks. I was openly told during the interview that the OFFICIAL POLICY of Essex County Council (I know this vid isn't Essex) was to make driving difficult, expensive, hard to park and to eventually FORCE the MAJORITY of car drivers onto public transport by the year 2020. Not by law or the vote, just by making life so bloody difficult for drivers. I told them to shove the job up their arse.

Brilliant. Those guys film us going about our work (I'm a cab driver). The council puts yellow lines outside all cashpoint machines and every time we stop for a minute to let the passenger draw cash (which we've done for years) we now get a £70 ticket in the post! Yet they park anywhere they like even on dangerous corners! Ha it's all about revenue raising!

I recall his exact words "I don't think anyone seriously believes traffic fines and road tax are really only spent on the roads!" And by the audience reaction, yes, most of them *did* believe it - but it's false. Regarding the vid, he says they are allowed to park on yellow lines but "not dangerously" - so what are yellow lines for then?

@karmachasescathy It is nothing to do with colour. It is because NSL choose the cheapest labour and provide inadequate training. I agree that those who have not been brought up here might be less likely to be familiar with UK laws and customs. However, this would apply regardless of nationality or skin colour. Nevertheless, I would hazard a guess that there are many blacks with a better knowledge of the law than yourself :-) Councils certainly make up laws ;-)

Distributed signs to the local shops warning about CCTV enforcement. They are up in arms as there is no loading at any time so they can't get deliveries without the drivers getting tickets. Meanwhile, the CCTV car sits on a double yellow all day. I also discovered that many council officials are exempt from parking regulations due to the "urgency of their business". One law for them, one for us.
