More guns are owned in the rural areas of Canada, not larger cities like Toronto (where I live), and Edmonton. Larger cities have guns for sport shooting, rural areas for hunting and the like. That's why it's lower than most places, along with stricter rules.

Like most weapons it's only inaccurate if fired on FA. From my limited knowledge most special police and military units use it because it's reliable and compact. Also worth noting most hostage takers don't have access to proper body armor.
