Well I'm fairly sure the film is set in Durham, so I presume the musical is too. At least that's what I understood from watching the film. Unless they just made references to people from Durham and they were from Newcastle themselves. It's that general area anyway.
The film is set in a fictional town in COUNTY Durham, and not in Durham the city. I guess the musical should be set in the same place... but I don't think it would be Newcastle because, if I remember the film well, an important part of it is an audition in Newcastle that Billy misses. Mind you I haven't seen the film in a few years so this could all be made up.
