Really old comments, but I'll answer the main question:

The point of the game is to take care and watch Pokemon, you can upload Pokemon from your Diamond/Pearl to the ranch, and it keeps expanding the more Pokemon you have in it. You can visit other people's ranches, and vice-versa. You will also get wanted pokemon for you to catch in Diamond/Pearl and bring to the Ranch for special items and such.

Then, it's free forever.

The WiiWare Channel and the Everyone's Nintendo Channel will both be free.

WiiWare will cost varying amounts of money (example, Pokémon Farm is $10, Final Fantasy CC:MLAaK is $15, Tetris is $5.) , but the DS demos from the Everyone's Nintendo Channel will be free, of course.
