They are Violet leds pens and phosphorescent paper. My guess would be that material cost is very low (LEDS are about 10 cents a piece or less; phosphorescent paint/pigment is also very cheap). So yeah, you could actually make this for cheaper. Granted, you'd be spending your own time on putting to together...and maybe your time is worth more than $24 (or maybe it isn't, who knows!) Either way, this little novelty toy is nothing compared to the etch-a-schetch!
erm 2.99 on ebay sounds like quite a good deal
