Big L's flow is as polished as they come. Every line he spit fit perfectly with the rhythm of the previous line. I actually think Lhas a better flow than Pun. Listen to the first two songs posted, for example. Both rappers have a difference in delivery. Pun is more of a rapid fire delivery. Big L's delivery is more dynamic and rides many different waves. But listen to the flow. L has no flaw in his flow. Charmisa is subjective. I think L had more.
When I listen to Big Pun , I just get the sense of a gangster rapper with not much to say outside of the regular brovado and thug talk bullshit common with mid 90s ny rap. With Big L, you get more of a dynamic character. Big L was one of the first cats, before eminem, to wow you with off the wall lyrics. They both used punchlines, multies, alitteration, assonance, and complicated rhyme schemes. On a technical stand point, I'd say Big Pun. Although If I had to pick who to listen to for an hour, it would be Big L. I think at this level of skill it really does come down to mostly opinion.
