I'm guessing there was a fan or air conditioner or something like that which the camera picked up - the sound in this video sounds like noise reduction being too agressive at removing wind noise or something like that. If it removes all the wind, it gives the "robot voice". It could have occured either in-camera or in post processing software.
I´m guessing...post processing software! Sounds like you encoded pretty hard...
