The rasengan, in it's invomplete form, is a grinding/drilling technique comprised of pure chakra that can be released upon impact in a burst of chakra force. The chidori is a piercing/slashing technique comprised of lightning elemental chakra.

The rasengan, in effect, is the stronger technique since it's intended to be an S rank or higher jutsu upon completion

Some people's kids are idiots.... Chidori is NOT a failed version of rasengan! Kakashi was able to learn the rasengan and he was succesful. He tried to apply his lightning affinity to it but failed. Instead he focused his chakra to the point where it became visible and he applied his affinity there. That required BOTH elemental recomposition and spacial recomposition (not explaining) while rasengan is only an extreme spacial recomposition
