Since ''Tsumetai Kaze'' means ''Cold Wind'', I think the girl feels cold in her heart but to emphasize her feelings, I think the director decided to dress off her completely. The chorus says ''Itsumademo, itsumademo kimi wo dakishimete'', which means about ''hold me'' but they (PENICILLIN) can't and she is sad. This is all what I've understood. ^^;
