Only if police (not all have dual roles) swap roles and become active members of Hamas' military wing, only then are they deemed combatants and can be targeted.

Only if police (not all have dual roles) swap roles and become active members of Hamas' military wing, only then are they deemed combatants and can be targeted.
Your interpretation of Rule 1.1.2. would permit Hamas to target Israeli civilians, given that many (not all) are conscripted into the IDF (they similarly swap roles).

Israel is avoiding fighting in the dense built up areas because Hamas is using human shields. If they had gone in, for sure there would be many more civilians killed, which is why Israel, being morally superior, is trying to avoid actions that will hurt many more civilians.
Hamas is hiding civilians, making use of its people to shield itself from the Israelis. This is what terrorists do -- inflate the civilian casualty count and leveraging the Israeli's morality against them. You're owned. :)
