In fact, this little tid-bit of information was listed as an added "easter-egg" in the Special Edition (2003) box insert booklet. So yes. It was intentional.
I have special edition DVDs for some bond films and I watched all of them in my basement every weekend, one of the movies were LTK. It was somewhat special to me. I don't know why!! Then just last Christmas I watched my movies again and I realized that it was the seriousness of the movie. It had things that hadn't been in the series before like Drug lords. Timothy Dalton's toughness and brutality. So thats why LTK will be never forgotten by me...
Erm, yes. But it's The James Bond Theme being played by the sounds of the bullets ricocheting off the tanker; my point is it's a little bizarre that a film with such a serious tone and grim violence is resorting to hiding it's silly humour, which by then was a trademark of the Bond films, by making it so subtle that hardly anyone notices it. There was a TV reporter in a deleted scene called "Anna Rack", equally as silly.
I heared it with the sound below 50%:
Uzi: (sub machine gun noises)
JB Theme: (playes ever-so-slightly in the background)

the bullets going off the tanker make the bond theme.

Very funny/unusual. How did you ever notice that? Or did you hear about it first? Definitely an in-joke.

I heard it in the cinema back in 1989 and was very pleased with myself!
