I think stu killed Casey. Because if you listen in another scene, Stu admits to going out with Casey and then she breaks up with him for Steve. So he has a motive to kill Casey and Steve. I also think there would have to be two killers in the begging, one person talking on the phone and the other one killing. There wouldn't be enough time for just one person to talk and then kill. And the killer on the phone in the beggining sounded more like how Billy would talk so the killer was probably Stu.
