They travel to the surface world to abduct children to create the new generation of Little Sisters, though their main role is to keep an eye on Subject Delta. They're usually just swimming around outside of Rapture, but they'll attack you after you've interfered with a number of Little Sisters. They're pretty formidable, what with able to extract ADAM with their wrist needles and they can regenerate health from Splicers.
