@fatima23reed , My heart goes out to you, just know that from expereince, the system likes to use time to get allot of things accomplished, their programs they sometimes require you to do earn them time. My termination papers read, "because of the amount of time the child has been in the system, the bond between parent and child has deminshed leaving no reason to return the child to the parent." While they keep the child in the system, they can use programs on the parent to earn time.
they must not have the bonuses here in Oregon. It's the complete opposite here. Its a return to parent at all costs system. Even if they haven't followed the plan and are not safe whatsoever.

@thelowlanders Oregon is one of the largest users of the system. They kidnap more children than most other states, and have done so for quite some time. How many of Oregon's removed children are "special needs" children? Oregon is by far one of the worst states in the country for corruption and selling children to cover state budget shortfalls.

Someone that was obviously angry with me over unrelated issues came in and talked trash about me, and that was good enough. I was never contacted and they didnt verify much of what was said. They showed up at my house Feb. 2 and took my 8 year old son. He is my only child and thank God I never took one minute with him for granted. People are wicked. its so wrong and bad.
@JamiMBeste312 It has been determined that it takes at least half a million dollars and a team of attorneys to reverse decisions. Most families have already had their assets drained off by the courts in their first battle that took our kids. The effort to know anything whatsoever about our children today is villified and officially prevented. Finally the family courts themselves have their basis in the Peoples Courts of 1934, the treatment is similar, the fact that they refuse to put forward evidence is similar and once the child is in the care of the State, the system covers up child abuse.

But that is just the starting figure in a complex mathematical formula in which each bonus is multiplied by the percentage that the state has managed to exceed its baseline adoption number.

What I dispute is that you think that someone is making a profit of that money, or that the money goes into the Governors pool for him/her to spend as they wish. That is not the case. The money goes for child welfare programs...ONLY. You are misrepresenting the money's use. The law dictates how the money can be spent. No one profits, except the children. Incentives are used by CPS to place the child into the system, why don' t you take a quick look at Politician TOM DELAY'S Safe Families Act law to learn more about the "incentives". Bonus and Rewards comes after the state then terminates the parental rights.

@chapmaned- Can you explain what the states are using the millions of dallors for they collect from the State's Child Adoption Bonus and Rewards? As far as their government programs are concerned, those are entered into the case before it ever reaches a termination of parental rights. Also, the programs are set up in such a way that presets the timing of the duration of the full time needed for the family courts to use the "time law" to say they can keep the child to terminate parental rights.

The reason that children are in the foster care system for a long period of time is to give the parents time (Over and Over and Over again to comply with court orders which the parents refuse) to rectify their parental skills. The children can't remain in foster care system forever, waiting forever for their parents to get it together. Incentives to adopt is a good thing, not a bad thing. I have no problem with it. It isn't state profit.

Incentives should only be for someone who works a sales job, not for the state to collect on a childs life. That act also states that the children they are discussing is those who have been in foster care for 15 consecutive months of the last 22 months. 22 months is a long time. That is the amount of time that the parents have to get it together.
@ShreddedSociety The children that are void of that requirement are those who's extended families have the temporary custody. The incentives are for people to adopt the foster kids in foster care above and beyond a reasonable amount of time to be reunited with family.

You never stated if your children were adopted out by the state, if they were, you might want to find out how much of a bonus and reward went into the governors pool treasury on the account of your children. One has to open their mind and realize that all cases are "unique and different" from one another. Your situation is in no way in comparison to mine or anyone elses, therefore you cannot state that "ALL" parents are in fault, becuase your case had a certain outcome. "Some" parents may have been in fault, or not in fault. There are rewards for the states to hold onto a child, there should be no incentives for holding on to a child, this is the fault of CPS and the states.

I know the term, "best interest of the child", and about taking responsibility. I know people in college to become guardian ad-litem's. They are in it because they love children, not for money. All cases, being unique, have a common denominator; bad parenting and making excuses to justify blaming CPS.
@ShreddedSociety The healing process is when the parent takes responsibility, changes their life for that child, and tells the child that they are sorry, and why they are sorry, even if that child was adopted out. Even if there are rewards, or incentives, the parents need to stop blaming everyone and everything for what caused the mess, and look into their own motives. Empathy seems to have taken a wrong turn here.

@chapmaned For every child that DSS can get adopted, there is a bonus of $4,000 to $6,000. This was written in the Massachusetts news as of November 29, 2010. But that is just the starting figure in a complex mathematical formula in which each bonus is multiplied by the percentage that the state has managed to exceed its baseline adoption number.

What I dispute is that you think that someone is making a profit of that money, or that the money goes into the Governors pool for him/her to spend as they wish. That is not the case. The money goes for child welfare programs...ONLY. You are misrepresenting the money's use. The law dictates how the money can be spent. No one profits, except the children. I can assure you, those words, or phrase has only been stated by you yourself. In my presentation I share that there is a state child adoption bonus and reward that goes into the governors pool treasury. What the governor does with that, is not revealed and confirmed. You are the only one making the statement that they spend this money as they wish.

@chapmaned By the way, the term Bonuses and Rewards has been used just as that, Bonuses and rewards, not as you state, Incentive and Rewards. Incentives are used by CPS to place the child into the system, why don' t you take a quick look at Politician TOM DELAY'S Safe Families Act law to learn more about the "incentives". Bonus and Rewards comes after the state then terminates the parental rights.

"Reward" means, something given is return for good or evil done or received and that is offered or given for some service or attainment. A stimulus administered to an organism following a correct or desired response that increases the probability of occurrence of the response.

As far as their government programs are concerned, those are entered into the case before it ever reaches a termination of parental rights. Also, the programs are set up in such a way that presets the timing of the duration of the full time needed for the family courts to use the "time law" to say they can keep the child to terminate parental rights.

The reason that children are in the foster care system for a long period of time is to give the parents time (Over and Over and Over again to comply with court orders which the parents refuse) to rectify their parental skills. The children can't remain in foster care system forever, waiting forever for their parents to get it together. Incentives to adopt is a good thing, not a bad thing. I have no problem with it. It isn't state profit.

Incentives should only be for someone who works a sales job, not for the state to collect on a childs life. To understand all areas of this system, one must have an open mind and not be focused on one area, as you are presenting in your post, not all parents are like your case, just like not all cases are like mine.

That act also states that the children they are discussing is those who have been in foster care for 15 consecutive months of the last 22 months. 22 months is a long time. That is the amount of time that the parents have to get it together.

You never stated if your children were adopted out by the state, if they were, you might want to find out how much of a bonus and reward went into the governors pool treasury on the account of your children. My ex wife refused to obey DHSH, and the courts. Her parental rights were terminated. Then she goes on a crusade, as you do, to blame CPS. She obsesses over blaming CPS that she can't even think clearly that maybe, just maybe she was at fault. She is connected with hundreds of sites blaming CPS!

I keep emphasizing the words, accounting data. Now if you believe there is misappropriation (meaning appropriated funds, meaning accounting data) of the funds, which I don't believe is the case here, then you have a case. You object that the state gets any money to help the children get out of foster care, period.

She thanks God that she was adopted, because as she said, who knows what she would have turned out to be if she wasn't. The State offered to pay for her treatment. She refused treatment. The state was going to pay the bill for her to get clean. Where do you think money comes from to pay for those kind of things? @ShreddedSociety The way I see it, the parents refuse to take responsibility for their own actions, and that it is just way too convenient to blame CPS. My daughter does not blame CPS. My daughter is not bitter with CPS. She is 16. She is bitter at us, the parents, for being bad parents. She is right. Her trauma is directed towards us, not CPS. My advise for these whining parents that lost their kids, grow up & take responsibility for your own actions that started the mess to begin with.

One has to open their mind and realize that all cases are "unique and different" from one another. Your situation is in no way in comparison to mine or anyone elses, therefore you cannot state that "ALL" parents are in fault, becuase your case had a certain outcome. "Some" parents may have been in fault, or not in fault. There are rewards for the states to hold onto a child, there should be no incentives for holding on to a child, this is the fault of CPS and the states.

@ShreddedSociety I don't buy the rewards claim. I know about gov't funds from job experience, the comptroller manual that dictates allocation of funds. Gov't can't have profit of any sort. I know the term, "best interest of the child", and about taking responsibility. I know people in college to become guardian ad-litem's. They are in it because they love children, not for money. All cases, being unique, have a common denominator; bad parenting and making excuses to justify blaming CPS.

@ShreddedSociety The healing process is when the parent takes responsibility, changes their life for that child, and tells the child that they are sorry, and why they are sorry, even if that child was adopted out. Even if there are rewards, or incentives, the parents need to stop blaming everyone and everything for what caused the mess, and look into their own motives. Empathy seems to have taken a wrong turn here.

@chapmaned The children come first, and this is about children needing a suitable up bringing, if the parents were in fault or not in fault, the states should not have an incentive in anyway that would motivate them towards a financial reward when it comes to a child's life. @ShreddedSociety Did you read my last two posts? There is no profit for the state. Gov't is prohibited from making profit. I know about gov't appropriation of funds, about the comptrollers manual. Money comes in, money goes out based on accounting data. Do you know about gov't accounting data? The term "Best interest of the child" does come first in front of the judge. Tell your child that you are sorry for what you did, and be done with it. CPS is needed for the child when parents fail.
