Answer to my Q below: When I made the new layer @ (8:41), I missed filling the layer background with White Fill @ (9:03). With the white fill in the new layer, it works- the "Rippled" or "Wavy" plane is created. Without the white fill in the new layer, the Menu command sequence: 3D>>New Mesh From Grayscale>>Plane just makes a flat dimensionless object. I hope this helps someone else, saves them some time.
I'm having the same trouble as Tonicwine999, at 9:36. I'm using CS5 Extended PC. I was mimicing your lesson, & I got the rippled 3D object once, but then I guess I changed something and all I get now is a flat stripped plane. I can rotate and flip it in 3D, but it is totally flat, all of the wave like character went away. Any suggestions? Please? I really want to do this. This is a great video, thank you.
