bears have more hp or armor, anyway they can survive more damage, thats the difference, but the dog attack faster and still insta kill infantry

The dogs win EVERY TIME, due to the contact timing of the attack. bears get to an infantry, stop and swipe paw, before damage is dealt and dogs just go CoD on them removing throats instantly,
