Looks very much like drunk driving to me. Police probably wouldn't do much unfortunately as you cannot prove who is driving the car... I would have pulled over and called the police then and there!
@TheSestren l0l no its not drunk driving look the dam roads barely any space out there i do the same thing..just gotta watch out for cars..plus when he saw incomming traffic he got back to his lane..i don't think a drunk driver would get back to his lane
