Yeah, this is a completely blatant ripoff of The Matrix. There's no possible way to hide that. Perhaps it is just some sort of tribute or parody, or one of those "jump the shark" moments, but I was a bit disappointed after watching The Matrix after watching this, especially considering the fact that The Matrix came out around a year before this.
rofl good question! I guess they could of done a better job if it looked more like the matrix i.e. a bit more realistic. Still, even though it sort of seems out of context, still gotta love charmed. It is fantasy after all!!!!

The fact that they borrowed a lot of things from all sorts of movies is no secret. But none were as obvious as this.

No, actually it wasn't. The first episode of the third season of "Charmed" was aired sometime in 2000 and "The Matrix" was released in 1999.
