The way I (and many others) understood the joke is that, for Russians, 25 cm is tiny, so America's plan straight out backfired. The president's last line kinda indicated that. Also it's funnier because it put America and his boss to immediate shame xD

Now set up a proportion. 10/3000=x/8000 when you solve for the proportion you get x=26. So XL in Russia would be about 26 inches. Now to find the normal size of a Russian condom, you set the size of a normal American condom, A, over 10 and X over 26. Your equation should look like this A/10=X/26.
