I dont think Whitaker would be able to escape his safehouse if he was infected unless he became a tank but then he would still not be the fallen survivor this model of him is probably a placeholder because most players wont see him anyway.

I don't believe Whitaker is the Fallen Survivor. Sure their model looks pretty same but compare the model to Whitaker's artwork in TF2 blog. He looks much different than in his model, so I think Whitaker's model was made in the early development of game but later scrapped and now it's just a placeholder for Whitaker.

Originally, Whittaker was supposed to become an infected (the fallen survivor) and you would fight him in Dead Center, but they took that out and added fallen survivors to The Passing. Hope that clears things up.. lol
