So when I change to my shotgun and back to my lancer and hold down b and rb and move the left thumbstick back, my lancer chainsaws? What am I doing wrong?

shoot bullets, get against barrier.

change to shotgun then back to lancer and when it reaches your second hand

hold b + rb + and back on the left thumbstick.

to get on the barrier keeping holding b

jump over the barrier and let go of b half way over then hold back and a.

then to float to the wall you hold b step forward and tap a repeaditivly

(but you gotta hold b the entire time)

OK. To actually get in the glitch hold b step down and right before hit the ground let go of b
