Man, in case that the quality doesn't tell you so... this was not done by Capcom. It was licensed to a godawful developer called Rozner Labs in 1990.
They also made the 3rd game, which is just as bad as this one.
Despite being the worst Mega Man game I've seen, I kinda like it. It's so bad it's funny.
