Sure, Fluoride as an _element_, F2, is toxic, however fluorid as a _compound_ can be completely innert. An example is CFC (Chlorofluorocarbon) gasses, and SF6 (Sulfur hexafluoride).
@gulllars Fluorcarbons, tetrafluoroethane, were the enviromentally harmful compounds in R-12 refrigerant that caught the public's eye, so, they gave you R-134a instead, which still contains fluorine. Fluoride is the toxic ingreedient in Teflon cookware (Polytetrafluoroethylene), that is causing cancer and low birth weights, yet people drink it by the gallon from their tap. People go to their doctor and they tell them they have to have 1/2 their Thyroid removed, yet they drink Fluoridated water.

However all fluorid componds are not bioactive, and as such are non-toxic.
The same componds that are biologically inert may however be enviromentally active and be pollutants. Like you mention the CFC compounds can catalyze ozone to O2 in the atmosphere.
I do not live in the US, and in my country we don't fluoridate our water. We do however have fluirid in our tooth paste and mouthwash.
