The reason for men giving children their last names was to establish Paternity. Unlike a woman (who is always the biological parent of the child, and legally recognized as such), men aren't always sure they are the father. A name change indicates to society that the child is recognized by the father.
I'm guessing it's happening because many women are seeing how not having feminine roles in society is actually damaging and destabilizing, and because they don't have to fight so hard for their rights anymore.
I expect the reason black women aren't doing the same is because they still often feel they have something to prove, and because there is such a problem with black men failing to be responsible mates.
