the administration is broken not universal access. Private industry has/will extended the network and where it is feasible it is not the Job of the FCC to say where service in made available. Remember the FCC and all other Government Agencies make NO money, they have never and will never show Black at the end of the year. Your regulation will cost someone money, it always does.
