One of the biggest conflicts within the series is between Paradigm City (a representation of New York, the heart of America, the Big Apple which coincedentally often resembles a tomato) and the Union (a symbol of international anti-American sentiment). I think the Union in the series is the European Union and foreigners left out in the making of the domes existing after the Event, the Apocalypse. Vera, Angel, they were all spies serving the best interest of the foreign entities, seeking revenge
To me it's seems paradigm is new York and the union is bits and pieces of Europe mostly french people who have found megadeuces and took them to paradigm to form Bonaparte and destroy the city but failed at doing so

As for the first part I can't understand, I feel pretty certain it is a partial mixed-up semi-translation of the following lines from La Marseillaise:
