How can a public servant pick and choose what documents they notarize? The court house sent them specifically to that public building to get their documents notarized by a public servant that were to be used by the court house. Shouldn't they be unbiased?

I think what you wanted to do was an affidavidt or proof of service, which is notarized. Any notary can do this. The court clerk was the one jerking you around - the city clerk wasn't under any obligation to notarize anything, except probably city paperwork. Ther court clerk either didn't understand what you were doing, didn't understand their job, or was just giving you the old run around. [ Or the gov.'t officials were mesmerized by the camera and your copblock shirt ....]
