Well you must be new to this game. When the characters are glowing its called Latent ninja powers. They are kinda of what you said boost but there unique to each character. Each character gets a either new jutsus, super armour, super speed and other stuff. For e.g. Gaara can block ANYTHING in a neutral position, he can block from behind and he gets a block stun super!
