When you install the game, Download it to your Half Life folder. If you have it on steam, the fil should be ProgramFiles/Valve/Steam/Steamapps/*whatever your acount name is*/HalfLife
The mod (Action HL) still has a bunch of good servers in Europe and the US (8-10 dedicated servers on each side), and has for some time. I don't know what you saw a week ago, but it wasn't the same server list I've been looking at. :o
Maybe you think it's a different mod? The one in the video is AHL, but the map this guy is playing on was originally made for The Specialists, which, I believe, had some problems with the protocol update. I thought the server ops fixed their problems, though.

actually, i have played both AHL and The Specialists, and neither of them are well known enough to have many servers, but thats only in the US :(
