Yes, that is partly the case. That is also another reason why Cait Sith's moogle was not added in AC, and so was replaced for Red XIII, and the same as to why Red XIII only appeared at the end of Dirge of Cerberus.

But there are many numerous hints that a "Remake", or as I'd like to call it, and Updated version of Final Fantasy VII will be made.
